written, it is not finished.

Before it is adopted it must be tested to ensure it
works.

After it is adopted and your staff trained, it must be tested to:

Ensure that the training is successful.

Improve individual and organizational performance, especially in
coordination and communication.

Reveal weaknesses and gaps in the plan.

| LIE will develop five
levels of exercises: |

Orientation, a low stress discussion of the
plans;
-
Drill, a
deployed test of one aspect of the plans'
-
Tabletop
Exercise, a role playing, sit down, and facilitated exercise designed for
decision makers;

Functional
Exercise is a simulated interactive exercise that tests the organizations
response and focuses on the coordination of multiple functions and/or
organizations. It does not include deployment of equipment.

Full Scale
Exercise is simulated as close to reality as possible, involves all
functions, and includes the deployment of equipment and
personnel.
